Partnership Opportunities

Partnership in the Chester County Partnership to End Homelessness Continuum of Care (CoC) is free and open to any organizations, businesses, nonprofits, landlords, housing developers, and individuals committed to ending homelessness in our community. The Partnership/Continuum of Care has three types of partners: 1.) Organizational Partners, 2.) Individual Partners, and 3.) Housing Solution Partners.

Join a network of community partners working together to share resources, provide fair and equitable access for the individuals we serve, and create a more unified voice in advocacy for affordable housing and support services for preventing and ending homelessness. All CoC members must agree to uphold the Chester County Partnership to End Homelessness mission, vision, and guiding principles that guide our work to end and prevent homelessness and to ensure that homelessness is a rare, brief, and one-time only experience for all residents of Chester County, Pennsylvania.

Organizational Partners

Organizational partnership is open to any organization or business that supports the mission of the Partnership and that possesses the skills, interest or resources which will aid the Partnership in fulfilling its mission. Organizational partners may be private entities involved in providing support services or housing; faith-based organizations; the business community; educational institutions; health care organizations; incorporated landlords; foundations; and housing developers. For example, Phoenixville Community Health Foundation, CASA Youth Advocates of Delaware and Chester Counties, and Chester County Intermediate Unit (CCIU).

Creating local affordable housing builds stronger, more vibrant communities for everyone. For developers interested in creating new, affordable housing in Chester County, the Partnership provides a connection to the Chester County Department of Community Development’s resources to support the development of affordable housing.

Additionally, our landlord engagement program provides an avenue for feedback about programs and services, information on government programs that benefit your business, and instant access to potential tenants. Renting to tenants through any of our partner agencies is good for your business, good for the economy, and good for the people in need of housing.

Organizational Partner Requirements:

  • Advocate on behalf of those experiencing homelessness

  • Designate a representative for your organization (add representative’s contact information in application)

  • Coordinate and work with the Partnerships Continuum of Care

  • Represent the vision and mission of the Partnership

  • Support housing first, the concept that a homeless individual or household's first and primary need is to obtain stable housing, and that other issues that may affect the household can and should be addressed once housing is obtained

  • Update partnership information on an annual basis

Individual Partners

Individual partnership is open to any individual that supports the mission of the Partnership and wishes to actively participate in CCPEH meetings, committees, or activities. Individual members may be engaged/concerned citizens; people with lived experience of homelessness; landlords; staff from non-profits; members from faith-based communities; staff from community-based organizations; or any other individual interested in supporting the Partnership.

Individual Partner Benefits:

  • Voting privileges

  • Priority access to events

  • Potential for scholarships to local conferences and workshops approved by the Partnership

  • Training and networking opportunities

  • Meeting other people who care about ending and preventing homelessness in our community

  • Eligible to participate in action teams

Individual Partner Requirements:

  • Advocate on behalf of those that are experiencing homelessness

  • Represent the vision and mission of the Partnership

  • Update partnership information on an annual basis

  • Support Housing first, the concept that a homeless individual or household's first and primary need is to obtain stable housing, and that other issues that may affect the household can and should be addressed once housing is obtained

Housing Solution Partners

Housing Solution Partners are open to any registered 501(c) nonprofit organization that supports the mission of the Partnership and that possesses the skills, interest or resources which will aid the Partnership in fulfilling its mission. Housing Solution Partners may be organizations receiving Department of Community Development (DCD) funding (receiving DCD funding not required); provide direct housing or homelessness focused services to residents of Chester County. For example, United Way of Chester County, Friends Association, and Good Samaritan Services.

All applications for Housing Solution Partners will be evaluated by our Governance board. Upon receiving an application, the Governance board will collect additional information as necessary, review, and vote to accept your organization as a new partner. A majority vote will result in acceptance, and failure to achieve a majority vote will result in a rejection. In either instance, a written response will be given as soon as possible.

  • Potential for scholarships to local conferences and workshops approved by the Partnership

  • Priority invitation to events

  • Training and professional development opportunities

  • Promotion and partnership opportunities

  • Voting privileges

  • Access to the CCPEH Partner Portal, connecting with a supportive community of providers sharing resources, trainings, best practices, etc

  • Eligible to participate in action teams, providing feedback and helping improve services

  • Partner within the coordinated entry system, ensuring those who are experiencing homelessness have fair and equitable access to housing, support services, and resources

  • Connections to funding opportunities through the DCD, as well as federal and state grant opportunities.

  • Get up-to-date information about and access to programs benefiting tenants

  • Benefit from and tap into a wider community of volunteers and donors

  • Gain greater public awareness from events, speaking engagements, and outreach, such as our National Hunger and Homelessness Awareness Week event and our landlord engagement efforts

Housing Solution Partner Requirements:

  • Must be a registered 501(c) nonprofit organization

  • Must provide direct housing or homelessness focused services to residents of Chester County

  • Advocate on behalf of those experiencing homelessness or housing instability

  • Designate a representative for your organization (add representative’s contact information in application)

  • Coordinate and work with the Partnerships Continuum of Care

  • Represent the vision, mission, and guiding principles of the Partnership

  • Support housing first, the concept that a homeless individual or household's first and primary need is to obtain stable housing, and that other issues that may affect the household can and should be addressed once housing is obtained

  • Update partnership information on an annual basis

  • Must receive majority vote by Governance Board
